Maybe your place or residence isn't as backwards as the US, and Borat's lack of (serious) violence let it get away with a 14A despite the language, potty humor, and (non-sexual) graphic nudity.

One time me and some friends snuck into showgirls (the movie). We actually bought tickets for pocohontas. My theater did that too. Checked IDs at buying the ticket and before we could even get into the theater. Though the guy told me and my friend "You look over 17, just go ahead" :p

I saw the 3:30pm show on a Friday afternoon, and there were so many high school students with their uniforms on and backpacks, haha. I felt so old, being 20. But some of these kids looked like they were 8 years old, me and my buddies had no idea why they were let in.

But, I was watching 14A movies since I was about 12. It was such a rush either sneaking in or trying to pull off a solid lie about your birth date to the manager who was questioning you about your age, haha. Great times.

And Jason1, this movie was indeed ridiculously hyped up. I still enjoyed it greatly though.
