1. No

2. Yes

3. They are a neutral city, not in any race for claiming land like the other nations. They are a border town that connects the continent of San d'Oria and Bastok to the continent of Windurst. You go there for various important things, like acquiring a chocobo liscense, etc. And, you cannot reside in this country. They're basically like a government city keeping things in order.

If you mean the Skill guilds, then yes you can travel to other cities to be part of other guilds, but it's much better to be in a guild that resides in your town.

Also, if you pick a race and pick the right native town, you get a special stat enhancing ring. Example: If you be a Hume or Galka, if you choose Bastok you will get the Bastok ring. If you're an Elvaan and choose San d'Oria, you get the San d'Oria ring, and finally if you pick Tarutaru and Mithra and are from Windurst, you get the Windurst ring.

They're called Tanners, and the only place you can be one is in San d'Oria.

How ironic is that?

What, because they're tanner than Humes? Or because they're more aristocratic, which would denote more goldsmithing, while Bastok would be good for tanning?
