Go to tools, internet options then click on the advanced tab. Scroll down until you find multimedia and make sure that it is set to display pictures, sounds and what not. If that isn't your problem, then I don't know what is.

if that dosent work then run the IE repair tool.
but you can only do it if you have win me or lower.
you go to start settings control panel then add remove programs under the first tab uncheck the IE option and it will give you the option to repair ie. ( note becareful it is a windows thing and can **** up the computer)
or you can go to tools internet options programs and reset web settings, if not that then check for updates if not your screwed

Try a restore defaults on the advanced tab also. You can also check your security level for IE, may that can affect it too. Not to sure what else you need to do. Reinstall??
Edit:
It could also be your firewall or certain programs causing that. I've read somewhere that Ad Aware could cause that to happen as well as some Norton firewall. If you have any kind of firewall or ad blockers you should check the settings on them as well.

Heh, this sounds similar to my IE "problem". My friends only use IE and when they tried using it on my comp., it wouldn't load most of the images. And I didn't even touch any settings in IE. Plus, I only use Netscape7, so I give the reason as "My computer has been trained to hate IE":D
