The picture with the instructions is attached, but the instructions are in Chinese.
LUCKILY, they've been translated. Give it a go, I'm actually interested in this because it's kinda cool.
Translated:
You will need two lighters to be able to complete this.
How to make "fire shooting tire" [ I guess it's supposed to spark when you move it?]
For pieces 8, 7, 5, and 2, assemble them in their respective order (this may be a little difficult, it is recommended to use a clamp or tweezers to hold onto item 7).
PS: You'll need 2 of these. They will be referred to as component 1 and component 2.
The seating
Attach part 3 to component 1 [the thing you just made]
Exhaust pipe
Combine piece 4 and 6 and attach to component 1.
PS: There are two ways of making this. The picture shows how the 6 piece fits onto the 4 piece.
The pictures shows it half-done
[The left pipe has the 6 piece on, the right shows only the 4 piece]
The handles
Attach piece 9 to component 2 on it (see the first picture in component 2)
Cut the white tube until you have 0.3 cm left (see second picture)
Use a lighter [working one, I guess] to melt and flatten the parts that are sticking out. (see the third picture)
The windshield/front
Attach piece 1 to the upper part of component 2, and then attach another piece 1 to the lower part.
Combine component 1 and 2 using the seat section (from component 1)
PS: This is tricky, some lighter components may not attach perfectly. In this case, use glue.
