About to watch the trailer now. This isn't such great news that came out a few weeks ago, though:
"Square Enix President Yoichi Wada (via Guardian) has told Reuters this week that the long-awaited Final Fantasy XIII will be hitting Japan in 2009, and overseas (on both PlayStation 3 and Xbox 360) in the fiscal year beginning April 2010"

The Battle System still doesn't make any sense to me, haha

it looks like they went back to the turn based battle system and didn't keep the real time battles of ff12 (thank god).

You mean "real time", right?
Just my opinion: that battle system was terrible. I found it hilarious when they marketed it as a real time battle system; I expected something like... Star Ocean? Nah, instead, I got run around/stand still after you set up your commands for attack. I could not make it past the first 40 minutes of that game without getting bored out of my mind. Shucks.

sorry, i meant turn-based in terms of the whole not having to run around chasing your target or have them chase you but instead stand still and wait your for your turn to strike...like the other FF games...i am aware the timers are in real time and stuff i was just comparing it to FF12...

April is Spring.
April begins the fiscal year, and fall is when it'll be released, for the holiday season.
The first 40 minutes of FFXII is, like all RPGs, more or less an introduction to the game, and you should know that as the game progresses, more options become available with additional spells/abilities/party members/etc.
And as far as I've heard so far, enemy engagement in FFXIII is the same as FFXII, meaning they appear in the environments, you can choose to engage or not, some are more aggressive than others, and when the battle starts it takes place on the same screen seamlessly. I think FFXII was a great start towards a better battle system, and it looks like they're taking the best parts of that game and of previous titles for this new setup.

Actually, I wouldn't be too sure of that anymore. If the past few years have shown us anything, its that some games do well when releases outside of the holiday season.
GTA IV was released in April.
MGS 4 in June.
Smash Bros in March.
RE 5 is in March this year.
List goes on and on.
Though. I get your point with most games being released in that very crowded two months before the holidays.

I watched a higher quality video on GT and came to ask about the battle system.
It is turn based it looks like, but does it have timed attacks and stuff like the Mario RPGs? Because some of those attacks look like they had user interface to continue the combo or add damage or am I just seeing things?

FFXIII is similar to Chrono Cross?
At least that's what 1up thinks.
