Would it be possible for anyone to cleanup this image?

There's really nothing that can be done for blurriness. All I would suggest is some curve adjustments, the red tinge isn't that good.

Not exactly true, for blurriness try messing with the Sharpen effects in Photoshop -- I took about a minute messing with the Unsharp Mask, trying different values, to get what I got. I don't have much time at the moment, Bond I'm sure you could do better with a little bit of messing with it.

..That goes in a worse direction, actually. There's artifacts in every imaginable place.

Okay, before you criticize, let's remember what you said "There's really nothing that can be done for blurriness." Ok, there may be artifacts as you say, but there being nothing to do about blurriness is not true. Again, a little more time spent with the Unsharp Mask may get a better effect. I just threw that one together to prove the point.
And I disagree that's it goes in a worse direction, because to a regular person it simply looks better. To someone who never saw the original photo, they probably couldn't tell it was blurry to begin with.
theres a ballance to be found.
you can sharpen up blurryness and make it clearer, theres a few things to be done, not just the unmask filter. and yes it does make it clearer, you'd be able to read things or tell what something is where before it was hard to tell. But too much sharpening will make the picture look ugly.
it depends on what your looking to do with the photo, see detail, or make it look pretty.
