It turns out that the Big Apple is one of the few cities where it's actually perfectly legal for a woman to go topless (the reasoning being that if a man can do it, why shouldn't women have the same right?). This hasn't actually been put to the test until just recently when a woman took off her top and went wandering around the city. She was arrested and detained by police for a while at which point...

Try to ignore the shoddy journalism for a second here. The point is we might see a lot more adventurous women getting into the act and, who knows, shirtless women might become as common and normal a sight as a shirtless man.
Women may want to move there to exercise a little freedom. Men will want to move there for more obvious reasons, but I think it only fair to warn them that most women's breasts don't look much like what you see in Playboy. Just as some men have rather ugly chests, so do some women.
