Westwood Studios told CNN reps on March 26th, 2005:

Westwood Studios, the long and famed developer of the Command & Conquer series commented on the launch of the PSP multimedia handheld.

"I think this machine is great. Aside from the lax battery life, the machine does so many things. But I'm pretty sure a number of third party contracts will release a battery with a larger battery life. I've bought one for my son, and my other son in College, and they both adore the machine. One, my younger son just loves Untold Legends, a hack and slash game that needs no review here. My older son in College appreciates the quality of games he can play on the go during class withhis headphones, professors think it's just an iPod device while they are doing study work, I don't endorse doing this in class."

CNN reps went on to speak to President of Electronic Arts who now own Westwood Studios:

"I'm prepared to make the necessary move. I've always wanted to play incredibly large scale games on the go, on flights, and even on road trips. I'm pretty sure the fans will be excited to hear that Command & Conquer; and Command & Conquer Red Alert will be making appearances on the PSP. We don't have a slated release date, but the games will have to be totally revamped for PSP's UMD architecture. Nonetheless, expect the Command & Conquer franchise to make it's move on the PSP within this year"

RTS Games on consoles using joysticks is kind of...bleh. If you've played C&C on the N64, you'll know what I mean ;)

But if it turns out really well, I'll buy a PSP just for it. I always loved the C&C games.
