Now now.... ancient writings suggest Ninja's never fought head to head with anyone. Ninja's knew they stood no chance against fighters and Samurai. Thats why Stealth Assassins became their primed job description.
So, he's definitely not a ninja, but shows knowledge in some form of Martial Art. In ancient scrolls that I was lucky enough to look at, they said a Ninja's Ultimate Technique was 'Running Away' or 'Nige Rou' in Japanese.

The modern Ninja is a variation of the traditional Ninja. It strays from it's Japanese roots and is a role that can be assumed by a man of any color. In fact, I'm in the midst of becoming a modern Ninja, it takes about 10 years. I'll let you guys know when I'm finished. When it comes to honorable fighting and defending justice, I am as passionate as a wolf in the night, as he stands near the pure river, calling to his soulmate, the moon.

That is a hapless arguement, considering NINJA is a japanese word. So being a Ninja straying from japanese roots is ridiculous. The real name is Shinobi meaning Soft Steps.
Shinobiashi is japanese means stealthy, or soft steps.
Shinobi means sneaky thief.
Ninja means silence in a sense.
Nukenin means exiled ninja.
There is no such thing as a Modern Ninja who strays from his japanese roots and fights head on in battle. It's about assassination, stealth, and surviving. When it comes to head on encounters, the Shinobi will always run away... unless it is fighting another ninja.
And a Shinobi has always been able to be any man of any color, bu there is no such thing as a Modern Ninja. Shinobi do not exist anymore. And I'm not even joking around anymore.

Maybe you don't think they exist now simply because of how secretive and stealthy they really are. No one will outright say they are a ninja. Plus when ninjas were used back in feudal Japan, their tricks led to all sorts of myths about them: that they can walk through walls, change shape, become invisible, fly...and ride giant toads. These myths make the history of the ninja even harder to trace...and also make them seem supernatual...which may be another reason Kyuzo believes there are no modern ninja.
First and foremost ninja were used for information gathering...not assassins...or even spies really. One can learn ninjustsu, as GM here says he is. Good skills to have but I doubt he'll be putting them to use infiltrating enemy territory...or I could be wrong... In these times, in this country, ninja are not needed as they were in the Warring States period in Japan. Mixing the tradition of ninjutsu with modern technology could make one a formidable spy though.

Modern Ninjas are not well known but do exist, much like the Men in Black. In fact, there's even an X-Files episode dedicated to the Modern Ninja. The Modern Ninja is similar to the Blood Elves of WarCraft 3, in that they are a variation of the original specimen.
The Blood Elves are guided by revenge and anger, having lost their ancient homeland, Quel'Thalas.
The Modern Ninja is guided by anger as well, having lost their place in the modern world and having been replaced by soldiers with guns, the Modern Ninjas vowed to shed their stealth and ancient weapons in exchange for head-on battle with technology comparable to that being developed by the U.S. government.
It is important for Kyuzo to note, that we, the Modern Ninjas are in no way attempting to replace our ancestral brothers, rather we are trying to resurrect their ancient honor and image so that mankind will accept them once again. Dear Kyuzo, do not allow your heart to label the world in terms of right and wrong. For it is a world of different and same, and regardless of which you may be, we are united by the common cause of defending honor and justice and continuing forward in the man's reign on Earth.
With that being said, I must continue my journey, as must we all. For it is important to remember that our time on this planet is limited, and we are only visitors, who will one day expire.

Well, there's a very, very small chance he is a certified ninja. There's currently only two Ninjutsu (Art of the Ninja) masters in North America.
